The Wisconsin Department of Natural Resources maintains a copy of Wisconsin's private well code, NR812 in PDF format here: http://www.legis.state.wi.us/rsb/code/nr/nr812.pdf but be advised, it may take a while to download.  This well code regulates the drilling of wells, installation of pump systems, well repair, well abandonment, grouting operations and a lot more.
